A Career Built on the Field

Dr. Taylor's connection to sports extends far beyond administration. Her 20+ year officiating career included serving as an NCAA Division I women’s basketball official, as well as officiating at the middle school, high school, and recreation levels. She has also served as an officials' assignor, giving her firsthand experience with the complex demands of recruiting, evaluating, scheduling, developing, and supporting officials. That experience provides TSS with a unique understanding of the entire officiating ecosystem—from the official working the game to the athletic director, coach, school, league, governing body, and community relying on officials to deliver safe, fair, and professionally managed competition. Dr. Taylor understands that exceptional officiating is about far more than knowing the rules. It requires judgment, communication, positioning, professionalism, conflict management, consistency, accountability, confidence, and the ability to make difficult decisions under pressure. These are the qualities she brings to officiating education and training through TSS.

Leadership & Operations

Throughout her career, Dr. Taylor has led complex sports, recreation, and aquatics operations at the municipal and collegiate levels. Her experience includes overseeing multimillion-dollar budgets, managing large and diverse workforces, developing programs and policies, coordinating major sporting events, managing facilities, implementing safety protocols, and building high-performing teams. She has served as a Recreation/Aquatics Supervisor with the City of Mesa Parks, Recreation & Community Facilities, overseeing a large municipal aquatics operation and a workforce of more than 400 employees. Previous leadership positions have included the City of Dublin, University of California, Merced, College of San Mateo, University of Maryland, Gaylord Opryland Resort & Convention Center, and several school districts. She has also served as an adjunct professor in Sport Administration, teaching courses that include Contemporary Sport Management, Sports Psychology, Sports Event & Facility Management, and Theory of Sport & Fitness. Dr. Taylor has served as a consultant and presenter at professional conferences. She currently facilitates training sessions for the U.S. Soccer Foundation for Coach Mentor Trainings and Count Her In trainings.

The TSS Difference

Dr. Taylor believes effective training must go beyond checking a compliance box. Whether developing officials, training staff, preparing leaders, strengthening safety practices, or helping an organization manage risk, she focuses on real-world application—giving people the knowledge, confidence, and practical tools to make good decisions when it matters most. Her experience working on both sides of the whistle gives TSS a distinctive advantage. She understands the pressure of making decisions inside the game, as well as the responsibility of managing the people, policies, facilities, and systems around the game. That perspective is at the heart of TSS.
